Building Toronto’s Skyline Live Event Recap: Why Delivery Is the Real Challenge in Toronto Development

On April 2, we hosted our first Building Toronto’s Skyline — Live Event: An Evening with Brad Bradford.

And the room said it all.

Developers. Trades. Consultants. Investors. The people actively building Toronto — all in one place, having a real conversation about the future of the city.

In an industry where conversations often happen in silos, this event brought together the full ecosystem. The goal was simple: move beyond surface-level discussion and address the real challenges facing development today.

What quickly became clear is that while alignment exists across the industry, something more fundamental is holding projects back.

The challenge isn’t alignment — it’s delivery.

Toronto Development Today: Alignment Isn’t the Problem

Across Toronto, there is no shortage of agreement on key priorities:

  • Increasing housing supply

  • Improving affordability

  • Streamlining approvals

  • Supporting sustainable growth

Government, industry, and communities are largely aligned on what needs to happen.

But alignment alone doesn’t build projects.

As discussed during the event and reinforced in the broader conversation:

Projects are stalling not because of a lack of ideas — but because of the difficulty in executing them.

Key Insights from the Conversation with Brad Bradford

During both the live event and the Building Toronto’s Skyline podcast, Brad Bradford shared a clear and direct perspective on the structural challenges facing the city.

With a background in urban planning and public service, and as a mayoral candidate, his message focused on practical solutions — not just policy discussions.

1. Bureaucracy Is Slowing Down Delivery

One of the most consistent themes was the impact of bureaucratic inefficiencies.

  • Lengthy approval timelines

  • Complex processes across departments

  • Lack of coordination within City Hall

These factors are creating friction at every stage of development — from planning to construction.

2. Development Charges Are Reshaping Feasibility

A critical point raised was the scale of development charges and their impact on housing delivery.

  • Development charges have increased significantly — by as much as 1,200% over the past 15 years

  • These costs are directly impacting project viability

  • Ultimately, they are passed on to end users, affecting affordability

This reinforces a key idea:

Housing affordability starts with housing feasibility.

3. Technology Can Improve the System

Another major focus was the role of innovation in modernizing the approval process.

Bradford emphasized the opportunity to use:

  • AI tools to accelerate permit approvals

  • Digital systems to reduce administrative friction

  • Data-driven processes to improve decision-making

The goal is simple — make the system faster, more transparent, and more predictable.

4. Leadership and Accountability Matter

A recurring theme throughout the discussion was the importance of strong leadership at the municipal level.

  • Clear direction and decision-making

  • Accountability across departments

  • A focus on execution, not just policy

The ability to move projects forward depends heavily on how effectively leadership can align and mobilize the system.

5. Collaboration Across Governments Is Critical

Toronto’s housing challenges cannot be solved in isolation.

Bradford highlighted the need for:

  • Alignment with provincial and federal governments

  • Access to funding programs

  • Coordinated strategies to accelerate development

This multi-level collaboration is essential to unlocking supply at scale.

What’s Slowing Down Construction and Development?

One of the most valuable aspects of the evening was hearing directly from professionals actively delivering projects.

The challenges shared were consistent:

Approval Timelines and Bureaucracy

Lengthy and unpredictable processes delay projects before construction even begins.

Rising Costs and Financial Pressure

Construction costs, development charges, and financing constraints continue to tighten margins.

Execution Gaps

Even when policies exist, implementation remains slow and inconsistent.

From Alignment to Execution: The Industry Shift

A central theme from the event — and one that continues to shape the conversation — is the need to shift focus.

From:

  • Policy → Execution

  • Vision → Delivery

  • Planning → Building

Because ultimately, housing supply doesn’t increase through discussion.

It increases through completed projects.

How Do We Build Faster, More Efficiently, and at Scale?

This question sat at the core of the event.

Several key strategies emerged:

Earlier Integration of Construction Expertise

  • Improves cost accuracy

  • Identifies risks early

  • Aligns design with buildability

Better Coordination Across Stakeholders

  • Developers, consultants, and builders aligned from day one

  • Clear roles and responsibilities

  • Consistent communication

Practical, Buildable Design

  • Efficient layouts

  • Constructible systems

  • Cost-conscious planning

Streamlined Approvals and Decision-Making

  • Reduced redundancy

  • Faster processing timelines

  • More predictable pathways

Conclusion: Execution Will Define the Future of Toronto

The April 2 live event reinforced a clear reality:

The industry doesn’t have an alignment problem — it has an execution challenge.

Now the focus must be on delivery.

At Fusioncorp, we remain committed to advancing both — through the projects we build and the conversations we lead.

Because building a city isn’t just about ideas.

It’s about execution.
